The German Association for Security in Industry and Commerce cares for security in economy

The German Association for Security in Industry and Commerce (incorporated society) is the central organization of economy for security matters. It is sustained by the head organisations of German economy (DIHK, BDI, and BDA), all regional German security associations and several industrial associations as well.

The membership organisation of the German Association for Security in Industry and Commerce represents in its entirety over 4 million companies and self employed. Their common interests in security are represented by the German Association for Security in Industry and Commerce. It serves as

  • Central organisation of economy for security matters
  • Representation of interests towards government, politics, and administration
  • Central point of coordination for transmission of security information between state and economy
  • Network and forum for company security

Organisations operating at federal level, associations or research groups for security in economy representing at least one federal state can become members.

The Association

The German Association for Security in Industry and Commerce cares for security in economy.

In the last 25 years German economy was exposed to multiple security risks. While security in economy in the 70ies and 80ies primarily focused on the optimization of factory and personal security for executives, being connected as a reaction on the RAF terrorism, in the meantime a change occurred.

By the rapid spread of new technologies in the sector of information and communication of companies and the increasing and constant globalisation of economy since the 90ies the threat scenarios for economy have changed. Although nowadays the companies are threatened primarily by offences like burglary, defalcation, corruption, falsification of balance sheets and industrial spying, there have been accrued also offences like cybercrime, product piracy and money- laundering. Particularly by increased foreign exposure of German companies risks like kidnapping of employees, blackmailing and terroristic attacks appear augmented. These threat scenarios concern big concerns and medium-sized companies operating abroad as well.  The German Association for Security in Industry and Commerce advocates that company security should be seen as an integral risk management in economy for executives.

Cooperation between economy and state

Security has to be seen as a location factor in political economics and therewith it should also be seen as macroeconomic task. Already at the end of the 70ies, in times of RAF- terrorism, the German economy has initialized the German Association for Security in Industry and Commerce under the lead management of DIHK. It was their aim to represent interests towards public agencies at a federal level in a concentrated way and conversely to provide public agencies a central contact person for security matters in economy. Formed by this construct the German Association for Security in Industry and Commerce has been found as a non commercial association in the year 1993. The German Association for Security in Industry and Commerce is an amalgamation of head organisations of the German economy, all regional German security alliances and several industrial federations for security matters.  By this it is the central organisation of the German economy for security matters. Currently the activities of the Association are supported by 19 member organisations.

The Purpose of the Association is to represent the security needs of companies towards the government, politics and public administration. Furthermore, the Association supports and advises their members in case of security interests, encourages the collaboration in all matters of internal security, especially by organisation of events.

Prevention by information

The most important condition for the management of company security is the collection and analysis of information regarding security. The Association, which is accepted by the government as a point of coordination for the forwarding of security based information, supports the interests of security of the German economy by continuous information already for many years.  Particularly, we have informative meetings in close cooperation with the federal security agencies. Regarding to this, the Association has occupied itself intensively on a security forum in Berlin in February 2004 with the topic "International terrorism and its impact on German economy in domestic and foreign countries", which was held under the patronage of the federal minister of interior affairs.

Key activities of the Association

The German Association for Security in Industry and Commerce, which is based since the beginning of the year 2003 in the House of German Economy in Berlin, concentrates its expertise regarding the representation of the security matters of the industrial economy on the following topics:·    Mass- offences, which effect the economy (e.g. Burglary, fraud, defalcation)

  • Terroristic threats in domestic and foreign countries
  • Phenomena of crime in the European Union
  • Cybercrime (IT-security , hacker, virus)
  • Industrial and economical espionage / Secret and obstruction protection
  • Corruption / bribery
  • Qualification in economy of security

The German Association for Security in Industry and Commerce particularly acts as governing body for security matter for the supporting regional associations for security in economy. These collaborate very closely with the chamber of commerce and industry regarding security matters and support the regional economy, in particular the medium- sized businesses. The German Association for Security in Industry and Commerce is going to participate in the next years at the formulation of concepts for the protection of critical infrastructure in the public and private sector and by this it will administrate further on its roll as a representation of interests and will be intermediary in matters of security.
